{"id":319,"date":"2011-10-11T14:40:40","date_gmt":"2011-10-11T03:40:40","guid":{"rendered":"http:\/\/www.cimaa.asn.au\/?p=884"},"modified":"2026-07-21T07:46:14","modified_gmt":"2026-07-21T07:46:14","slug":"victorian-club-permit","status":"publish","type":"page","link":"https:\/\/cimaa.asn.au\/index.php\/victorian-club-permit\/","title":{"rendered":"Obtain, Renew &#038; Transfer"},"content":{"rendered":"<h2>Things you need to know about a Club Permit<\/h2>\n<ul>\n<li>You can register your motorcycle for 45 or 90 days use in a 12-month period. If you want to change a permit to 45 or 90 days you need to get a new permit issued which will require re-signing by a club signatory.<\/li>\n<li>The issued logbook must be filled in with the particulars for each day of use &#8211; which means filling in <em>all<\/em> the columns. <em>Failure to do so will result in a fine if checked by the Police. However, you do not need to fill in the log book to test the motorcycle within 100 meters of the garaged address.<br \/>\n<\/em><\/li>\n<li>You may be able to travel to other states that have an equivalent scheme (please check with the interstate equivalent of VicRoads before you travel).<\/li>\n<li>The permit is valid for one year and is not transferable to another person or another vehicle. Other riders may use your motorcycle, but it must be noted in the log book. Riders do <strong>not<\/strong> need to be members of a permit-based club.<\/li>\n<li>If your club membership lapses your bikes are technically unregistered, and CIMAA must report them as such to VicRoads.<\/li>\n<li>You can transfer your Club Permit(s) obtained via CIMAA to another certified club to retain your current registration plate and the value of the remaining registration. <strong>However, the new club must treat your motorcycle as if it is a new permit application &#8211; with all the new requirements to be met.<br \/>\n<\/strong><\/li>\n<li>If you cancel a Club Permit&nbsp; (i.e. sell the bike) you<strong> will not<\/strong> receive a refund for the remaining&nbsp; period before expiry.<\/li>\n<\/ul>\n<p style=\"text-align: center;\"><span style=\"color: #ff0000;\">To avoid extra cost, ensure your VicRoads registration is paid within 90 days of the renewal date and maintain your club membership by paying the membership before June 30 of each year.<\/span><\/p>\n<h2>Buying a motorcycle with an existing Club Permit<\/h2>\n<p><span style=\"color: #ff0000;\"><span style=\"color: #000000;\">Club Permit number plates are not transferable &#8211; when you buy a motorcycle with a current Club Permit the previous owner should return the number plate to VicRoads.<\/span><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><span style=\"color: #000000;\">If you buy a motorcycle manufactured AFTER June 30 1975 you should check it has: <\/span><\/span><\/p>\n<ul>\n<li><span style=\"color: #ff0000;\"><span style=\"color: #000000;\">a Compliance Plate; or <\/span><\/span><\/li>\n<li><span style=\"color: #ff0000;\"><span style=\"color: #000000;\">a VASS inspection document,<\/span><\/span><\/li>\n<li><span style=\"color: #ff0000;\"><span style=\"color: #000000;\"> or full registration history from any State; or <\/span><\/span><\/li>\n<li><span style=\"color: #ff0000;\"><span style=\"color: #000000;\">proof of Victorian Club Permit registration history prior to 31\/1\/2015. <\/span><\/span><\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\"><span style=\"color: #000000;\">otherwise VicRoads will require YOU to obtain a VASS report to validate it&nbsp; meets ADR requirements when you transfer ownership. <\/span><\/span><\/p>\n<p><span style=\"color: #ff0000;\"><span style=\"color: #000000;\"><span style=\"color: #ff0000;\">A current Club Permit does not mean the motorcycle meets the Club Permit conditions in force at the time of purchase.<\/span><\/span><br \/>\n<\/span><\/p>\n<p>Buying a motorcycle from another CIMAA member does not change the requirement conditions for a new Club Permit.<\/p>\n<h2>Conditions to be met before applying for a Club Permit<\/h2>\n<ul>\n<li>You must have a CIMAA membership card (number), and your membership must be current.<\/li>\n<li>Your motorcycle must have been manufactured at least 25 years before your registration year and month.<\/li>\n<li>You must have a document of proof of ownership or management of the vehicle.<\/li>\n<li>Motorcycles manufactured outside of Australia after 30 June 1975 which do not have a previous Australian registration history or an Australian Design Rules (ADR) compliance plate must have a Vehicle Assessment Signatory Scheme (<a title=\"VASS\" href=\"https:\/\/www.vicroads.vic.gov.au\/registration\/vehicle-modifications-and-defects\/vehicle-modifications\/vass-approval-certificate\" target=\"_blank\" rel=\"noopener\">VASS<\/a>) approval certificate to demonstrate that the vehicle meets the Australian Design Rules that applied at the time the vehicle was manufactured.<br \/>\n<span style=\"color: #ff0000;\"><span style=\"color: #ff0000;\"><span style=\"color: #ff0000;\">Recreational Registration is NOT considered previous Australian registration history. It must be a full registration document\/registration plate from any State.<br \/>\nNOTE: As of 1\/7\/2026 VicRoads will accept a Victorian Club Permit registration <\/span><\/span><\/span><span style=\"color: #ff0000;\"><span style=\"color: #ff0000;\"><span style=\"color: #ff0000;\"><span style=\"color: #ff0000;\">that began before 31\/1\/2015 as &#8220;full registration&#8221;.<br \/>\n<\/span><\/span><\/span><\/span>For a small charge you can establish whether a vehicle has a previous Australian registration history by performing a <a href=\"https:\/\/transact.ppsr.gov.au\/ppsr\/QuickVINSearch?si=4\">Personal Property Securities Register<\/a> (PPSR) search. If the resulting PPSR certificate shows relevant information from NEVDIS you can print the certificate or at least record the Serial Number of the Search Certificate PDF file.&nbsp; VicRoads have accepted these certificates in the past. If the result is unsuccessful, a VASS certificate will be required.<\/li>\n<li>Motorcycles manufactured on or before 31st December 1948 do not require a Road Worthy Certificate or VASS approval certificate but must pass a Club Safety Inspection.<\/li>\n<li>Club permit vehicles must comply with the Vehicle Standards, appropriate to the date the vehicle was manufactured, contained in Schedule 2 of the Road Safety (Vehicles) Regulations 2009. All vehicle standards and modification guidelines are available from VicRoads website: <a href=\"https:\/\/www.vicroads.vic.gov.au\/safety-and-road-rules\/vehicle-safety\/vehicle-standards-information\" target=\"_blank\" rel=\"noopener\">Vehicle standards information<\/a> (document number 33).<\/li>\n<li>If you are attaching a Sidecar to a motorcycle you need to change the vehicle category from motorcycle to &#8220;convertible unit&#8221;. See section 11 in this&nbsp;<a href=\"https:\/\/www.vicroads.vic.gov.au\/registration\/vehicle-modifications-and-defects\/vehicle-modifications\/notify-vicroads-of-changes-and-modifications\"> VicRoads document.<br \/>\n<\/a>In the past, motorcycles with sidecar attached were often registered with a vehicle body type of <em>outfit<\/em> which implied a sidecar was attached permanently. If your motorcycle has been registered in this category previously you should not need a VASS approval certificate and may follow normal procedure to obtain a club permit.<\/li>\n<\/ul>\n<h2>Applying for a Club Permit<\/h2>\n<p><strong>Step 1 &#8211; Check your club membership: <\/strong><\/p>\n<p>Ensure your CIMAA membership is current. Join or renew your membership <a title=\"Membership\" href=\"http:\/\/www.cimaa.asn.au\/?page_id=10\">here<\/a>.<\/p>\n<p><strong>Step 2 &#8211; Get your documentation: <\/strong><\/p>\n<p>Pick up the following forms from any&nbsp;VicRoads office (or print your own from these links).<\/p>\n<ul>\n<li><a href=\"http:\/\/www.cimaa.asn.au\/PERMIT.pdf\" target=\"_blank\" rel=\"noopener\">Club Permit Application Form<\/a><\/li>\n<li><a href=\"http:\/\/www.cimaa.asn.au\/VESD.pdf\" target=\"_blank\" rel=\"noopener\">Vehicle Eligibility and Standards Declaration<\/a><\/li>\n<\/ul>\n<p><em>You also need to provide proof of ownership of the motorcycle to VicRoads in step 5, so find the purchase details\/receipt\/previous registration now.<\/em><\/p>\n<p>Fill out the forms, and check you comply with the conditions before proceeding to step 3.<\/p>\n<p><strong>Step 3 &#8211;<\/strong> <strong>Obtain your Road Worthy Certificate and\/or Vehicle Eligibility Inspection Form:<\/strong><\/p>\n<p><em>Motorcycles manufactured on or before 31st December1948 do not require a Road Worthy Certificate. <\/em><em>Note the&nbsp;Road Worthy Certificate inspection requires the tester to remove drum-braked wheels and photograph the drums and shoes. This may incur extra cost. Discuss your options with the Road Worthy tester.<\/em><\/p>\n<p>After you have obtained your Roadworthy Certificate (if required) you can have your motorcycle inspected by a club scrutineer to obtain a signed Vehicle Eligibility and Standards Declaration form. The motorcycle is photographed during the inspection, and you can help by ensuring a clear photograph of the Compliance Plate (if fitted), Frame Number and Engine Number is possible.<br \/>\nThe photographs must show the date taken or they will be rejected. <em>Please ensure the scrutineer remembers to have this feature enabled on their camera\/phone.<\/em><\/p>\n<p><strong>If your motorcycle has no compliance plate and was manufactured before June 30 1975 you must bring documentation to support your claim. The Import Approval Certificate issued to allow importation to Australia is preferred.<\/strong><\/p>\n<p style=\"padding-left: 60px;\"><strong><em>To book a Vehicle Eligibility Inspection call:<\/em><\/strong><br \/>\n<em><br \/>\nFerntree Gully: Stephen Lamb&nbsp;0416 031 394<br \/>\nRosebud: Martin Harvey 0466 494 515<br \/>\nNth Fitzroy: Alec Simpson 0414 661 023<br \/>\nCastlemaine: Brian Cutler 0409 024 482<br \/>\n<\/em><\/p>\n<p><span style=\"color: #ff0000;\">If you are riding your unregistered motorcycle to a RWC inspection or Eligibility Inspection you must have an Unregistered Vehicle Permit which can be obtained from VicRoads. Avoid the temptation to use another motorcycle&#8217;s registration plate as we will not issue your Club Permit if the photographs show an inappropriate registration plate &#8211; and Victoria Police consider a false registration plate a greater crime than no registration plate.<br \/>\n<\/span><\/p>\n<p><strong>Step 4 &#8211; Form Approval:<\/strong><\/p>\n<p>Send the completed <em>Club Permit Application form and the Vehicle Eligibility and Standards Declaration<\/em> together&nbsp;with a<strong> stamped and self-addressed envelope <\/strong>to the Victorian Secretary for signing. Address&nbsp;to: &nbsp;<strong>CIMAA (Vic), PO Box 353 Warragul 3820<\/strong>.<\/p>\n<p style=\"padding-left: 60px;\"><em>Submitting the form by post is the only means of getting the form signed &#8211; if you need your motorcycle for an upcoming event then plan well ahead of time. Note that your Vehicle Eligibility and Standards Declaration and Road Worthy Certificate have a 30 day life from the date of signing.<br \/>\n<\/em><\/p>\n<p><strong>Step 5 &#8211; Form Lodgement:<\/strong><\/p>\n<p>Take the signed forms together with proof of ownership and your current CIMAA membership card to any VicRoads office, pay and collect the plate. <strong>Check the details on the issued registration forms before leaving the building.<\/strong><\/p>\n<p style=\"padding-left: 60px;\"><em>Some VicRoads offices do not have a constant supply of club permit number plates. If you are needing the registration urgently, consider phoning the branch to check.<br \/>\n<\/em><\/p>\n<p><strong><strong>Step 6 &#8211; Permit Number Notification:<\/strong> <\/strong><\/p>\n<p>Send an email to <a href=\"mailto:vicmember@cimaa.asn.au\">vicmember@cimaa.asn.au<\/a> with the bike details and new registration number.<em><br \/>\n<\/em><\/p>\n<p style=\"padding-left: 30px;\"><span style=\"color: #ff0000;\">It is a legal requirement for CIMAA to maintain a database of currently registered motorcycles. Notify us of any registration changes by email to <strong><a href=\"mailto:vicmember@cimaa.asn.au\"><span style=\"color: #ff0000;\">vicmember@cimaa.asn.au<\/span><\/a><\/strong> or fill out your registration details on the <a title=\"Victorian Update Form\" href=\"http:\/\/www.cimaa.asn.au\/?page_id=603\"><span style=\"color: #ff0000;\">update form<\/span><\/a><\/span>.<\/p>\n<h2>Renewing your Club Permit<\/h2>\n<p>VicRoads posts you a renewal form and logbook a few weeks before expiry. If you have not received your renewal form in the mail you can go to a VicRoads office and request a renewal form to be printed at the counter.<\/p>\n<p style=\"padding-left: 30px;\"><em>VicRoads allows a 90 day period in which you can renew a lapsed permit without having to obtain a new Road Worthy Certificate or&nbsp;Vehicle Eligibility Inspection. Keep track of when your permit expires and request from VicRoads a renewal form if it hasn&#8217;t arrived in time.<\/em><strong><br \/>\n<\/strong><\/p>\n<p><strong>From the 1st of February 2015 you must provide a Conformity Declaration to the Victorian Secretary affirming your motorcycle still meets the original permit conditions of safety and eligibility, otherwise your renewal form will be returned unsigned.<\/strong><\/p>\n<p><strong>From 2024 the VicRoads website states for a renewal:<\/strong> &#8220;<em>If you can\u2019t have your renewal notice signed in person, ask the club office bearer to manually sign a Club Permit Endorsement form&#8221;<br \/>\n<\/em><\/p>\n<p><strong>This does not mean you need to send us a Club Permit Endorsement form because you can&#8217;t have a face-to-face signing of your form &#8211; just send the Renewal Form as usual &#8211; as long as your renewal is signed by a <em>living<\/em> secretary all is well &#8211; Long Live Trevor!<br \/>\n<\/strong><\/p>\n<p><strong>Step 1 &#8211; Check your club membership: <\/strong><\/p>\n<p>Ensure your CIMAA membership is current. Renew your membership <a title=\"Membership\" href=\"https:\/\/cimaa.asn.au\/index.php\/victorian-renewal-form\/\">here<\/a>.<\/p>\n<p><strong>Step 2 &#8211; Get your documentation: <\/strong><\/p>\n<p>Print and fill out the <a href=\"http:\/\/www.cimaa.asn.au\/viccon.pdf\" target=\"_blank\" rel=\"noopener\">Conformity Declaration<\/a>. Check the renewal form for correctness.<\/p>\n<p><strong>Step 3 &#8211; Form Approval:<\/strong><\/p>\n<p>Post your renewal form and&nbsp;Conformity Declaration together&nbsp;with&nbsp;a<strong> stamped and self-addressed envelope<\/strong> to the Victorian Secretary for signing. Address&nbsp;to: <strong>CIMAA (Vic), PO Box 353 Warragul 3820<\/strong>.<\/p>\n<p style=\"padding-left: 30px;\"><em><span style=\"color: #000000;\">The VicRoads renewal form needs to be signed by the Victorian Secretary &#8211; even if your form shows a VicRoads printed message &#8220;NOT REQUIRED &#8211; SIGHTED ON INITIAL APPLICATION FORM&#8221; in the Name of Secretary box. VicRoads will reject an unsigned application.<\/span><\/em><\/p>\n<p><strong>Step 4 &#8211; Form Lodgement: &nbsp;&nbsp;&nbsp; <span style=\"color: #ff0000;\">COVID contactless procedure valid from 1\/8\/20<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Pay the renewal online by:<\/span><\/p>\n<ol>\n<li>create a <em>myVicRoads<\/em> account<\/li>\n<li>pay for the permit using a credit card<\/li>\n<li>upload a photo of the<strong><em> signed<\/em><\/strong> renewal form to the VicRoads website.<\/li>\n<li>VicRoads will email you a receipt within 3 days, Insert the permit sticker and a copy of the receipt in the log book.<\/li>\n<\/ol>\n<p>OR: Take the signed renewal form to any VicRoads office and pay by going directly to the Cashier.<\/p>\n<h2>&nbsp;Transferring a Permit motorcycle between Clubs<\/h2>\n<p>Transferring your existing Club Permit motorcycles to another club allows you to retain the number plate and remaining registration value.<\/p>\n<p>To transfer a Permit from another Club to CIMAA&nbsp; you must have your motorcycle inspected by a CIMAA club scrutineer. A transfer is treated like a new registration for us and requires CIMAA to sign the Vehicle Eligibility and Standards Declaration form. As there is no change of ownership when you transfer your permitted motorcycle, the <em>&#8220;grandfathering&#8221;<\/em> rule allows you to maintain the registration even <em>if the elegibility of the motorcycle against current regulations cannot be met &#8211;<\/em> often the Club Permit was issued when regulations were less strict. <strong>So DO NOT let your Club Permits expire<\/strong>!<\/p>\n<p><span style=\"color: #ff0000; font-family: arial, helvetica, sans-serif;\">Note the motorcycle MUST be registered or the renewal still in the 90 day &#8220;grace period&#8221; at the time of transfer &#8211; otherwise it is treated as a unregistered vehicle and may require a Roadworthy Certificate or VASS Approval.<\/span><\/p>\n<p>You must provide to VicRoads:<\/p>\n<ul>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">a signed letter from you (the club permit holder), advising of the change of clubs,<\/span><br \/>\n<span style=\"font-family: arial, helvetica, sans-serif;\">and list of club permits that you want to transfer to CIMAA;<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">a&nbsp;<a href=\"http:\/\/www.cimaa.asn.au\/VESD.pdf\" target=\"_blank\" rel=\"noopener\">Vehicle Eligibility and Standards Declaration<\/a> for each club permit bike signed by a CIMAA scrutineer;<\/span><\/li>\n<li><span style=\"font-family: arial, helvetica, sans-serif;\">a letter from CIMAA confirming that you are a current member.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #ff0000;\">&nbsp;<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Things you need to know about a Club Permit You can register your motorcycle for 45 or 90 days use in a 12-month period.
